Overview

The Judicial Council of California is accepting applications for the position of Construction Inspector with the Facilities Services office.

The Construction Inspector is responsible for providing technical construction inspections of architectural, structural, mechanical, electrical, plumbing, and related elements during construction or alteration of judicial branch buildings and facilities. Incumbents may direct the work of contracted staff, and/or may serve as specialists who work independently and deal with complex and/or sensitive projects relating to detailed technical inspections of construction materials, methods, and work quality, and monitor construction work for compliance with plans, specifications, and regulations. In this capacity, Construction Inspectors ensure compliance with applicable codes, rules, and regulations, provide technical direction in assigned area of expertise, and serve as a point of contact for both internal clients and external regulatory agencies. Incumbent should have working knowledge of California Building Standards Code, Title 24.

The Judicial Council 
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.

Responsibilities

  • Performs inspections of building and facility projects, ascertaining that the quality of workmanship and materials used in all aspects of the project, such as foundations, building, electrical, plumbing, and mechanical systems conform to the contract documents, building codes, and state and federal legal requirements.
  • Conducts construction inspections. Required inspections may include: 1) Earthwork, 2) Concrete Placement, 3) Steel Fabrication & Welding, 4) Masonry, 5) Wood & Light Gauge Steel Framing, 6) Electrical Systems, and 7) Wet and Dry Mechanical Systems.
  • Establishes and communicates to project managers the processes to permit, plan review, and inspect construction projects as required by the California Building Standards Code; enforces inspection procedures and outlines construction methods, as required.
  • Reviews project specifications and drawings to establish required inspection needs from internal and external sources for capital, renovation, major maintenance projects, and/or major equipment purchases; conducts final inspection of construction projects.
  • Perform accident investigation of damage and destruction events in court facilities for Alert Cast and other Priority 1 projects.
  • Upon notification by the Facility Maintenance Administrator, provide a field inspection and investigation of the cause and origin of a damage and destruction event.
  • Provides input into capital projects, facilities maintenance projects, and/or major equipment maintenance/purchases in area of discipline.
  • May serve as liaison and primary point of contact for inspection related regulatory agencies.
     

Qualifications

EDUCATION AND EXPERIENCE
Bachelor’s degree and three (3) years of professional experience in building/construction inspection, or experience as a general contractor, field superintendent, architectural/engineering project field coordinator, or other facilities analyst experience that would provide the knowledge and skills necessary for compliance with building codes, plans, and specifications. An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

Two (2) years as an Engineering Specialist in the assigned field with the Judicial Council of California or two years of experience performing the duties of a class comparable in the level of responsibility to that of an Engineering Specialist in a California superior court or California state- level government entity.

LICENSING AND CERTIFICATIONS
Valid driver’s license and must possess at least one of the following:

  • Valid Class A Hospital inspector certification from the Department of Health Care Access and Information;
  • Valid certification as a Class 1 project inspector by the Division of the State Architect;
  • Valid certification from the International Code Council (ICC) as a California Commercial
  • Combination Inspector (I5); or
  • Valid certification from the ICC as a Commercial Combination Inspector (C5)

Pay and Benefits

$7,513 - $11,270 per month

Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
