Overview
The Information Technology office is seeking a skilled and dynamic Quality Assurance Business Systems Analyst to join the web services team. This position plays a vital role in supporting and enhancing critical web services that drive the modernization of California's judicial system. The Web and SRL e-services are critical components of the Digital Courts unit. This unit is responsible for modernizing and providing support for the ongoing maintenance of the trial courts and justice partner websites, including the Judicial Council’s public-facing website, Judicial Resources Network (JRN), California Courts of Appeal, Supreme Court and the California Judicial Education and Resources (CJER) websites. Key responsibilities include implementation support for the migration of sites to Drupal, ongoing maintenance and enhancements of live sites, and conducting quality assurance to ensure high-quality solutions.
The role also involves gathering requirements, managing JIRA backlogs, analyzing dashboards, and supporting developers in delivering reliable outcomes. In addition, the Business Systems Analyst will implement and utilize quality assurance automation tools to streamline testing processes, optimize workflows, and ensure consistent delivery of high-quality solutions. The incumbent will also contribute to strategic initiatives, process improvements, stakeholder collaboration, training material creation, and end-user support.
The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.
By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations.
Responsibilities
• Collaborate on the development, deployment, migration and testing of internal and external facing websites.
• Manage and oversee project activities, ensuring timely delivery and quality outcomes.
• Provide support for activities in the design, development, and deployment of various bug fixes, enhancements, and improvements.
• Provide assistance to sites that are live by planning deployments and improvements.
• Perform administrative and technical tasks to support the Web Services Program Area effectively.
• Conduct quality assurance activities to ensure systems meet established standards and requirements. Implement quality assurance automation tools and frameworks to streamline testing processes, reduce manual effort, and improve efficiency across development cycles.
Other Duties and Responsibilities:
Perform other related duties to fulfill the goals and objectives of the Web Services unit. Additional duties may include, but are not limited to, assisting where needed within the team/unit which may include special assignments.
• Attend staff meetings (weekly, bi-weekly, monthly, or as scheduled)
• Prepare/attend one-on-ones (weekly or bi-weekly)
• Attend Vendor Management or User Group meetings (monthly)
• Attend relevant committee and stakeholder meetings (as needed)
• Maintain knowledge in current and emerging technologies (ongoing)
• Provide assistance/backup for meeting management/support (as needed)
• Attend daily standups, participate in sprint refinement and backlog planning meetings.
• Attend training classes as needed and complete all team training requirements
Qualifications
Bachelor’s degree, and three (3) years of experience providing technical and business process support and analysis for systems/applications.
An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Three years as a Business Systems Coordinator, or two years as an Associate Analyst in the assigned field, with the Judicial Council of California or three years of experience performing the duties of a class comparable in the level of responsibility to that of a Business Systems Coordinator, or two years as an Associate Analyst in the assigned field, in a California Superior Court or California state-level government entity.
Desirable Qualifications:
• Relevant Coursework in business systems analysis and testing web-based applications or equivalent work experience is desired.
• Experience in running daily standups, sprint planning meetings with the development team, and maintaining product backlog in JIRA.
• Strong understanding of web usability practices and SEO.
• Prior experience working in web content management systems like Drupal or others.
• Prior experience in testing web-based applications.
• Prior experience with automation testing tools for web-based applications, including automating test cases to optimize testing cycles and improve efficiency.
• Experience in industry-standard project management methods, tools, techniques, and processes.
• Ability to interpret web analytics (use of Google Analytics a plus).
• Solid understanding of Web Information Architecture.
• Excellent customer service and verbal and written communication skills.
• Strong organizational and multitasking skills.
• Ability to thrive in a fast-paced work environment.
• Experience with integration of various programs and onboarding.
• Excellent MS Word, Excel, Project, SharePoint, and Visio skills.
• Ability to work with cross-functional teams in an agile, collaborative environment.
• Strong problem-solving and analytical skills.
• Ability to work independently with minimal supervision.
• Adaptability and willingness to learn new technologies and methodologies.
