Overview
The Judicial Council of California is accepting applications for the position of Business Systems Analyst in the HR Data & Research Management unit of the Human Resources (HR) office.
The Business Systems Analyst (BSA) will collaborate with Senior Business Systems Analysts and Application Developers to design, enhance and upgrade the judiciary’s HR systems to provide the full benefits of automation and data management to the judicial branch. This position supports and maintains the continual process of enhancing these systems and their outputs (including reporting).
The Judicial Council of California is the policymaking body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations.
Responsibilities
- Participate in full system development life cycle steps to provide system solutions to the agency’s needs.
- Identify and document business problems and conduct requirements analysis necessary to develop a system solution.
- Transform the requirements into a detailed design for Application Developer and work with IT and end users to ensure that the delivery of the required functionality is viable.
- Prepare appropriate test cases (for self and end users) to ensure all scenarios are accounted for.
- Conduct testing of system solution and confirm that the business needs and requirements identified are met, while working with Application Developer to resolve any technical issues.
- Provide consultative and maintenance services regarding business systems and solutions.
- Provide training on Human Resources Education Management System (HREMS) modules or other system related activities.
- Provide strategic technology systems support, subject matter expertise, and technical guidance or advice on HR related systems projects, questions, and activities.
- Partner with teams (within HR, or interdivisional) to provide HR and/or systems input.
- Write and/or update documentation on existing or changing system processes and procedures related to ePerformance and/or custom Training modules.
- Participate in the analysis and development of system of reporting to support management decision making, mandated requirements, and HR Dashboard metrics.
- Create or run standard queries for management reporting (ad hoc and ongoing reporting).
- Perform regular data audits to ensure reporting is accurate and timely.
- Collect data and develop report for compliance purposes, such as EEO-4 federal requirements for Judicial Council, appellate and trial courts.
- Provide support to all branch HRIS systems to ensure successful and ongoing system maintenance.
- Provide direction to HR users: training, coordinating training for end users, organizing and auditing user data entry, and create user manuals.
- Assist with the development of communication strategies and change management plans (written, facilitation, presentation) for system related solutions.
- Document and train users on any new functionality.
Other Duties and Responsibilities
- Travel to other Judicial Branch agencies to provide training or attend meetings.
- Participate and/or facilitate in New Employee Orientation (NEO) presentations.
Qualifications
EDUCATION AND EXPERIENCE
Bachelor’s degree, and three (3) years of experience providing technical and business process support and analysis for systems/applications. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Three years as a Business Systems Coordinator, or two years as an Associate Analyst in the assigned field, with the Judicial Council of California or three years of experience performing the duties of a class comparable in the level of responsibility to that of a Business Systems Coordinator, or two years as an Associate Analyst in the assigned field, in a California Superior Court or California state-level government entity.
Desirable Qualifications
- Experience with Peoplesoft 9.2 core HR and PeopleSoft 9.2 modules: Time and Labor, ePerformance, Recruiting, and Position Management
