Overview

The Judicial Council of California is accepting applications for the position of Business Systems Analyst in the Trial Court Administrative Services unit for the Branch Accounting and Procurement (BAP) office.

This Business Systems Analyst position provides system module support for the Phoenix SAP HR Payroll system used by trial courts, focusing on Organizational Management, Personnel Administration, Time Management, Employee Services, and Manager Services. This role involves maintaining the system, supporting end users, and participating in upgrades as a module lead or tester. Key responsibilities include training users and new analysts, resolving system incidents, recommending custom solutions for unique court processes, and ensuring adherence to documentation standards. The position operates with minimal supervision.

The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations.
 

Responsibilities

• Provide Phoenix HR Payroll system and software maintenance support for the end users in TCAS Shared Services Center and the trial courts.
• Receive requests or independently identify system issues. An issue might be received from a user, identified in review of system bulletins (SAP Service Marketplace, BSI updates, etc.), or uncovered during testing or review of system functionality.
• Monitor task plan and coordinate all related tasks according to established timeline. 
• Escalate issues to TCAS management as needed. 
• Regularly provide status updates to the Project Management Office.
• Provide training and/or knowledge transfer to system users, peer analysts, and colleagues.
• Schedule and facilitate meetings (in-person, phone, WebEx, etc.) between court, TCAS Shared Services, JCIT, and 3rd party vendors, as required for blueprinting, design, configuration, development, and testing.
• Receive request or identify need for training or knowledge transfer. 
• Analyze subject matter to ensure complete understanding of what is to be documented and trained.

Other Duties and Responsibilities 
• Other duties include, but are not limited to, weekly 1-on-1 check-ins with manager, bi-weekly staff meetings, ad hoc self-directed training on technical skills, completion of Judicial Council required training requirements, and participation in Phoenix HR Payroll system deployments as either a module lead or project lead.

Qualifications

Bachelor’s degree, and three (3) years of experience providing technical and business process support and analysis for systems/applications. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

Three years as a Business Systems Coordinator, or two years as an Associate Analyst in the assigned field, with the Judicial Council of California or three years of experience performing the duties of a class comparable in the level of responsibility to that of a Business Systems Coordinator, or two years as an Associate Analyst in the assigned field, in a California Superior Court or California state-level government entity.

Desirable Qualifications
• Strong knowledge of SAP HR/Payroll (USA Public Sector), Personnel Administration, Employee Services (ES), Manager Services (MS), Taxes, W2, Benefits Administration, Organization Management, or other relevant experience to solve business problems in support of the SAP system.
• Experience with SAP HR/Payroll systems, including functional configuration & design, integration with third-party systems, testing, and support.
• Hands-on experience performing configuration and testing on at least 2 US Payroll implementations.
