Overview
The Judicial Council of California is accepting applications for the position of Associate Human Resources Analyst for the Pay & Benefits unit of the Human Resources office.
As an Associate Human Resources Analyst, this position provides the full range of payroll and benefits services to an assigned group of Judicial Council and Appellate Court employees. The Associate HR Analyst ensures employees’ personnel, payroll, and benefits records are updated timely in the State Controller’s Office (SCO) and Human Resources and Education System (HREMS). This position also researches, evaluates, analyzes, and applies policies and procedures in responding to employees’ personnel, payroll, and benefits questions in a timely manner. In addition, this position ensures that employees’ payroll checks are issued timely, benefits are processed, and deductions are implemented.
The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations.
Responsibilities
- Reviews personnel changes on Personnel Action Request forms, documents, and process in the SCO and HREMS. The types of transactions that are processed includes new hires, promotions, step increases, reclassifications, transfers, out-of-class assignments, separations, retirements, terminations, time base changes, and other types of salary adjustments.
- Audits separated employees leave and request the issuance of lumpsum pay prior to separation dates.
- Prepares packets and conducts orientation for new and separating employees. Provides detailed information on all entitled benefits.
- Reviews and approves benefits forms received from employees. Updates health benefits records in the CalPERS system and uploads/mail other benefit forms to SCO for processing.
- Ensures all assigned employees timesheet are submitted and approved in HREMS-TL system by designated deadline. Reviews and ensures forms/documents are submitted and reasons are provided for overtime, jury duty, bereavement leave.
- Processes received leave changes request and adjusts employees leave balances.
- Updates employees budgeted positions in the HREMS. Completes and submits Std 607 to JC Budget office and Accounting for review and approval, then to SCO for processing.
- Coordinates and/or provides assistance with the annual benefits fair. Reviews and works with other JC offices in the production or printing of benefits brochures and handouts.
- Implements leave buyback/sellback by reviewing request and requesting payment from SCO and updating employees leave in SCO/HREMS systems.
- Serves as back-up or provides assistance in the absence of PB staff including the NDI (Non-Industrial Disability Insurance) Desk.

Pay and Benefits
$6,909 - $9,673 per month
Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this temporary reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.

Qualifications
Bachelor’s degree, preferably in human resources, business administration, psychology, or a directly related field that would provide the knowledge and skills necessary for the assigned area. An additional four (4) years of professional human resources experience may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
