Overview

The Judicial Council of California is accepting applications for the position of Associate Human Resources (HR) Analyst in the Human Resources office. Our team strives to provide timely, responsive, and professional human resource management services reflecting best practices to California judicial branch employees and judicial officers, with the overarching goal of developing the California judicial branch as employer of choice.

The Associate HR Analyst position is a temporary, full-time assignment for a duration of approximately one year, contingent on the availability of funds, and will end no later than June 30, 2027. An extension of one additional year may be considered and would also be contingent on the availability of funds.

As part of a dynamic team of professionals, the Associate HR Analyst (recruiter) performs a variety of recruitment functions in support of hiring managers throughout the Judicial Branch. Recruiters will assist with the full recruitment lifecycle, including applying appropriate recruitment strategies and best practices to source appropriate professional candidates for numerous open positions, simultaneously.

The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.

Responsibilities

  • Determines and develops effective recruitment strategies, keeping up to date on current recruitment best practices and applicant sourcing techniques
  • Provides assistance to managers and supervisors by answering questions regarding policies and procedures related to the recruitment and hiring process
  • Meets with hiring managers and makes recommendations on best practices in advertising and attracting top talent
  • Manages internal and external recruitments using HRIS system
  • Creates job postings, updates, and reviews the Job Details, Qualifications, Screening Questions, Hiring Team, and Supplemental Questions
  • Determines whether applicants meet minimum qualifications required for the classification. May perform full assessment of applicant qualifications relevant to overall position requirements to assist in determining top candidates
  • Updates applicant dispositions upon evaluation against minimum qualifications, routing applicants that meet minimum qualifications to hiring managers for consideration. Additional updates to applicant dispositions are made throughout the recruiting process to reject, hold, invite for interview, prepare for hire, etc.
  • Runs recruitment reports used to generate regret letters. Delivers regret messages personally, when needed
  • Provides guidance to hiring managers and makes recommendations on the appropriate interviewing methodologies, including, but not limited to, drafts and reviews interview questions, suggests interview panelists, and suggests appropriate pre-interview exercises
  • Works with hiring managers and administrative support to effectively ensure interviews are scheduled and facilitated
  • Conducts reference checks for finalists and shares them with hiring managers for consideration
  • Coordinates with hiring managers, department leaders, and HR leadership to ensure initial salary offers are within the appropriate salary range, comply with internal policy, and consider internal equity before approval is given and offers are extended
  • Extends verbal offers and facilitates internal discussions regarding counter offers, if necessary
  • Drafts offer letters and prepares offer packet before coordinating with administrative support to have items mailed out with appropriate enclosures for background screening, etc.
  • Uses good judgement in responding to applicants’ questions about the recruitment (understanding what is confidential)
  • Provides feedback to applicants on the results of interviews in a timely manner, verbally and in writing (regret letters)
  • Communicates with applicants as needed to keep them interested in positions for which they have applied

Qualifications

Bachelor’s degree, preferably in human resources, business administration, psychology, or a directly related field that would provide the knowledge and skills necessary for the assigned area. An additional four years of professional human resources experience may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

Salary Range: $6,909 - $9,673 per month
