Overview
The Judicial Council of California is accepting applications for the position of Associate Analyst with the Facilities Services office.
Under general supervision, the Associate Analyst reports directly to and supports the office Director and Deputy Director. This role works closely with the division’s management team and independently performs confidential, consultative, and analytical work related to recruitment and staffing, as well as a variety of special projects assigned by the Director. The Associate Analyst manages all aspects of the division’s recruitment process and provides analysis and recommendations to support hiring managers in their decision-making. The role also partners with Facilities Services’ Fiscal Services Unit to identify funding sources and assist in developing workload analyses for BCP position requests. In addition, this position serves as the primary Human Resources liaison for the division and collaborates closely with HR partners in recruitment, classification and compensation, and pay and benefits.
The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.
By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.
Responsibilities
- Send job description (JD) to hiring manager for review and edit as needed.
- Review completed JD to ensure it meets the classification’s scope of work and minimum qualifications.
- Complete PAR and Critical Needs forms.
- Work closely with hiring managers and recruiters to determine advertising, funding, and length of job posting.
- Create new hire records in FileMaker.
- Update staff records in FileMaker as needed.
- Update vacancy status report as positions change, separations, retirement, and backfills.
- Provide vacancy status report to Budgets and FS Fiscal Support Unit.
- Collaborate with hiring managers to discuss staffing and recruitment needs, including backfills and recent vacancies.
- Collect information and assist in analyzing staffing needs of the unit.
- Provide input and recommendations regarding effective and efficient recruitment, such as advertising.
- Work closely with HR’s Classification and Compensation Unit to ensure position job description meets requirements.
- Ensure that the staff classifications are updated as per direction of Director or Deputy Director.
- Participate in BCP meetings.
- Create workload analysis for new positions being requested in the BCP.
- Determine purpose of analysis (e.g., market competitiveness, internal equity, or budget planning).
- Gather external data using CalHR, Department of General Services cities, counties, and private sector.
- Office space management between Sacramento and San Francisco and relocation as needed including procurement and scheduling.
Other Duties and Responsibilities:
- Attend and participate in all staff meetings.
- Complete JCC education requirements.
- Other duties as assigned.
Qualifications
Bachelor’s degree, preferably in public administration, research methodology, business administration, communication, or a directly related field that would provide the knowledge and skills necessary for the assigned area. An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

Pay and Benefits
$6,909 - $ 9,673 per month
Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
