Overview
The Judicial Council of California is accepting applications for the position of Associate Analyst for the Center for Families, Children and the Courts.
The Associate Analyst provides a wide variety of analytical support for the Court-Appointed Counsel (CAC), Dependency Representation, Administration, Funding, and Training (DRAFT), Court Appointed Special Advocate (CASA) Local Assistance and Title IV-E Training programs, Judicial Resources and Technical Assistance (JRTA), and the Juvenile Court Improvement Program (CIP). Duties include quality control, technical assistance to providers, analysis of data submitted by DRAFT program providers in the Juvenile Court Activity Tracking System (JCATS), data analysis of monthly data deliverable and quarterly reports for the CASA Local Assistance and CASA Title IV-E Training programs, creating and implementing surveys in Qualtrics and Survey Monkey, conducting preliminary data analysis in support of CAC, DRAFT, and CASA program budget allocations and contracts for grant funding, and liaison to vendors on grant deliverables. The Associate Analyst also provides data collection and analysis for annual reports to the California Department of Social Services.
The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations.
Responsibilities
- Manages data by monitoring, reviewing, and analyzing large data sets including data from JCATS for approximately 50 DRAFT program providers from 20 courts; the Qualtrics platform for 45 CASA programs; and from the Court Assistance, Resources, and Education (CARE) unit Events Database.
- Monitors and analyzes Juvenile Court Activity Tracking System (JCATS) database used by DRAFT program providers to ensure provider compliance with reporting requirements. Reviews and analyzes data to identify errors and inconsistencies.
- Provides basic analytical support to Senior Analyst to implement budget allocations and administer contracts for 20 DRAFT program courts and 45 CASA programs for approximately $210 million per year in funding. Conducts preliminary data analysis used to apply Judicial Council approved funding methodologies; and prepares contracts for grant funding.
- Analyzes DRAFT program provider client load data statistics from JCATS at scheduled point in time for use in determining proportionate funding allocations for DRAFT program court providers.
- Drafts contracts, request for proposals, and other solicitations for DRAFT, CASA, CAC, and CIP, including special projects, special funding grants, and training events.
- Collaborates with Senior Analyst to establish funding allocations, develop contract deliverables, and compose contracts.
- Provides quantitative analysis and composes preliminary reports for annual reporting to the California Department of Social Services (CDSS) for the CASA Title IV-E Training and Permanency grants.
- Collects, organizes, compiles, and analyzes CASA Title IV-E and Permanency data including details regarding grant required trainings, number of attendees, Title IV-E eligibility, and other data validating grant compliance.
- Designs and formats web page content including educational content; performs updates to the JRTA web-based database; and provides technical assistance for JRTA database to unit attorneys.
- Implements report modifications for the JRTA database, e.g., adding new hearing types.
Qualifications
EDUCATION AND EXPERIENCE
Bachelor’s degree, preferably in public administration, research methodology, business administration, communication, or a directly related field that would provide the knowledge and skills necessary for the assigned area. An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
