Overview

The Judicial Council of California is accepting applications for the position of Analyst with the Criminal Justice Services office. The Criminal Justice Services office is a dynamic team of attorneys, analysts, and researchers who work together to support courts and partners in implementing programs that ensure everyone has fair and equal access to justice.

The Analyst position is a temporary, full-time, limited term assignment for a duration of no more than 2 1/2 years, and no later than June 30, 2028, contingent on the availability of funds.

This limited-term Analyst position in Criminal Justice Services’ (CJS) Collaborative Justice and Behavioral Health unit will serve as the primary analyst and support the Incompetent to Stand Trial (IST) Training and Resource Development project. Primary responsibilities include developing and coordinating training, conducting research and outreach, and providing local assistance to courts. The incumbent in this position acts as liaison with vendors and other project stakeholders, identifies local training and resource needs, assists in the development of responsive programs, conducts research on competency to stand trial processes and legislation, and acts as a liaison between the Judicial Council, the courts, IST evaluators, and other behavioral health stakeholders. The analyst will report to the supervisor of CJS’ Collaborative Justice and Behavioral Health unit.
 

The Judicial Council 
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.

Responsibilities

  • Serve as the point of contact for all programmatic and administrative questions from courts, IST evaluators, vendors and other project stakeholders. 
  • Develop and maintain a project management system to track all components of project, including working with a supervisor to finalize a multi-part workplan and develop a system for tracking associated tasks, staff responsible and milestones.
  • Coordinate and staff stakeholder meetings, including the Steering Committee and Implementation Team meetings involving the Department of State Hospitals and vendors.
  • Serve as a liaison to the Mental Health Subcommittee of the Judicial Council’s Collaborative Justice Courts Advisory Committee and other internal bodies that may have a vested interest in the project, as needed.
  • Develop an ongoing pool of IST evaluators to undergo training by outreaching to the courts, existing evaluators, medical and grad schools, applicable associations, and other stakeholders.
  • Serve as lead staff responsible for coordinating with vendors to develop and provide training. This includes coordinating and providing logistical support associated with each training and tracking training registration, attendance, and completion.
  • Strategize a variety of technical assistance delivery methods including conference calls, web-based platforms, regional meetings, and statewide events.
  • Collaborate with other staff in the Collaborative Justice and Behavioral Health unit, vendors, and other program stakeholders to develop evaluator recruitment strategies and partnerships with applicable academic institutions and associations.
  • Maintain detailed records of all program activities, including tracking training participation and other project outcomes.
  • Summarize program activities and prepare and submit program reports for review by Supervisor, as needed.
  • Monitor program implementation timelines and major project milestones.

Qualifications

Bachelor’s degree and three (3) years of analytical experience in program analysis, development, implementation, research, and/or evaluation. An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis

OR

Master’s degree in a directly related field for the assigned discipline, such as political science, public administration, statistics, mathematics, etc., that included qualitative and quantitative research.

OR

Two (2) years as an Associate Analyst with the Judicial Council of California or two (2) years of experience performing the duties of a class comparable in the level of responsibility to that of an Associate Analyst in a California superior court or California state-level government entity.

Pay and Benefits

$7,513 - $11,270 per month

Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this temporary reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
