Overview
The Judicial Council of California is accepting applications for the position of Analyst for the Center for Families, Children & the Courts (CFCC).
The Analyst position is a regular, full-time, limited term assignment for a duration of no more than three years.
CFCC serves the Judicial Council and eight of its advisory bodies to improve the administration of justice for children, youth, parents, families, victims of domestic violence, self-represented litigants, and court users with limited English proficiency. CFCC also supports Tribal-State programs and Collaborative Justice Courts.
This Analyst position will provide journey-level, professional, and analytical support to the Court-Appointed-Counsel Match project. The Analyst is a part of the Court-Appointed Dependency Counsel team implementing the Federally Funded Dependency Representation Program (FFDRP), the Federal Title IV-E Dependency Counsel match funding, approved by the Judicial Council for fiscal year 2019-20 and on-going. This position is responsible for implementation and on-going project management of specific areas of this complex program.
The Judicial Council
The Judicial Council of California is the policymaking body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person on Wednesdays at the Judicial Council’s San Francisco or Sacramento office and reside in the areas surrounding these locations. Beginning January 2025, employees will work in the office at least two days per week.
Responsibilities
- Administer Title IV-E Match program budgeting and procurement process, grant expenditure and monitoring, and financial reporting.
- Collaborate with California Department of Social Services (CDSS) staff to ensure grant awards and contract templates are within Inter Branch Agreement and JCC protocols.
- Analyze monthly expenditure and services reports.
- Maintain subject matter expertise in the federal Child Welfare Policy Manual and other federal communications which provide eligibility for the program.
- Perform analysis of FFDRP invoices to ensure that expenditures are eligible for and in compliance with the Policy Manual and all other federal guidelines for Title IV-E match reimbursement.
- Analyze, recommend and present eligibility decisions on provider operations and billing to Senior Analyst, Supervising Analyst and Attorney II assigned to the team.
- Maintain expertise in federal regulations through participation in webinars and review of all federal updates and communications on the program.
- Provide project management to the Title IV-E Match program development, implementation, and administration.
- Research and become versed in Title IV-E eligibility requirements for children and parents and special program requirements for attorneys to receive match funds, including eligible expenses for reimbursement.
- Develop program content using policy analysis of Title IV-E eligibility, incorporating Judicial Council policy and procedure.
- Operating under the lead of the Senior Analyst, create and maintain programmatic guidelines to administer and manage the IV-E match.
- Develop and implement electronic data reporting system for grant monitoring, financial and statistical reporting.
- Collaborate with contract software developers to revise current case management system for dependency counsel reporting to encompass requirements for Title IV-E invoicing and reporting.
- Analyze data and produce quality control analyses and recommendations on the integrity of information entered.
- Develop and maintain data collection protocol for providers using non-JCAT case management system; periodic review of submissions to ensure compliance with protocols.
- Serve as liaison with CDSS, legal services organizations, and court staff to provide technical assistance on grant requirements and program compliance.
- Research and analyze program data reported by legal services organizations, contact and assist providers with grant compliance issues.
- Draft communications to court leadership, dependency attorney providers, CDSS, Children’s Bureau, and other stakeholders.
- Provide in-person training and technical assistance to courts and providers through meetings, conference calls, and webinars.
- Develop and implement project management tools to be employed by all unit projects in OneDrive and SharePoint and other Office 365 applications.
- Create and manage SharePoint/OneDrive site for all unit projects.
- Develop and implement project management and portfolio management tools for group tracking and monitoring of projects.
- Provide Supervising Analyst with ongoing reports on project status and deliverables.
Qualifications
Bachelor’s degree, and three (3) years of analytical experience in program analysis, development, implementation, research and/or evaluation. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Master’s degree in a directly related field for the assigned discipline such as political science, public administration, statistics, mathematics, etc. that included qualitative and quantitative research.
OR
Two years as an Associate Analyst with the Judicial Council of California or two years of experience performing the duties of a class comparable in the level of responsibility to that of an Associate Analyst in a California Superior Court or California state-level government entity.
