Overview
The Judicial Council of California is accepting applications for the position of Analyst with the Facilities Services office.
The Analyst manages the Screening Equipment Replacement Program and acts as the subject matter expert for radiation matters as it relates to code compliance and registration of x-ray machines used in court facilities. Additionally, the position exists to allow unit finances, contract preparation and administration, and the resolution of issues with security equipment systems, to be funneled through a single point of contact. This position serves the needs of the unit and courts by administering the contracts and funds to ensure that projects can be completed. This position also provides a direct service to the courts by assisting in the resolution of equipment issues and acting as a liaison between the courts, the equipment vendors and the JCC’s Customer Service Center.
The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.
Responsibilities
- Manage all aspects of the Screening Equipment Replacement Program. This statewide reimbursement program replaces and maintains x-ray machines and magnetometers in Trial Court facilities. The program has a budget of 2.286 million annually and services over 850 pieces of equipment.
- Review prior year inventory data. Prepare current year inventory requests for each of the 58 Trial Courts. Write a communication to the courts and disseminate the information.
- Act as subject matter expert and provide assistance to court personnel with the code requirements of California Code of Regulations, Title 17, relating to the registration of x-ray machines used at Trial and Appellate Court facilities statewide.
- Assist court staff with questions regarding the registration of their x-ray machines as needed. Provide training upon request in the creation and maintenance of their Radiation Safety and Protection Program as required per the code using the Radiation Safety and Protection Program Toolkit for the California Judicial Branch.
- Administer statewide master agreements for use by the JCC, Trial Courts, Supreme and Appellate Courts for video surveillance, access, duress alarms, screening equipment and the web-based tool used for Continuity of Operations Planning. Involvement includes writing language for Requests for Information, Requests for Proposal and contracts, collaborating with the Contracts unit and the vendors to ensure contract compliance and processing contract documents. Write grant applications and administer contracts as awarded.
- Determine contract need and if the project requires a request for information, a request for proposal or a sole source procurement. Discuss with BAP staff to identify the current procurement documentation and process requirements.
- Act as liaison between court staff, equipment vendors, and the JCC's Customer Service Center to resolve issues with the security systems overseen by the Emergency Planning & Security Coordination unit. Maintain a database of equipment and systems, monitor and approve time and materials service requests, track progress of the repairs.
- Track all equipment purchased and installed by the Security Systems Program and Screening Equipment Replacement Program.
- Manage all aspects of unit finances, including budget forecasting for, and oversight of, four separate funds for two different programs, and unit staffing and operations. Process procurement requests and invoices, track and reconcile expenditures. Prepare year-end documents. Write budget reports and Budget Change Proposals as necessary.
- Process unit invoices: review invoices for accuracy and contract compliance, match the invoice to an open purchase order, receive invoice in FI$Cal and submit it to BAP for payment.
Qualifications
EDUCATION AND EXPERIENCE
Bachelor’s degree and three (3) years of analytical experience in program analysis, development, implementation, research, and/or evaluation. An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Master’s degree in a directly related field for the assigned discipline, such as political science, public administration, statistics, mathematics, etc., that included qualitative and quantitative research.
OR
Two (2) years as an Associate Analyst with the Judicial Council of California or two (2) years of experience performing the duties of a class comparable in the level of responsibility to that of an Associate Analyst in a California superior court or California state-level government entity.

Pay and Benefits
$7,513 - $11,270 per month
Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
