Robert Oyung
Chief Deputy Director Robert Oyung serves as second-in-command to the Administrative Director and oversees Branch Accounting and Procurement; the Center for Judicial Education and Resources; Leadership Support Services/Appellate Court Services; Public Affairs; Research, Analytics, and Data; and the Temporary Assigned Judges Program at the Judicial Council of California. The council’s chief legal officer and chief operating officer report to him.
Mr. Oyung served as the chief operating officer from 2017 to 2024. Prior to that, he served as the chief information officer (CIO), advancing the Judicial Council’s strategic and tactical technology plans for the judicial branch.
Before joining the Judicial Council, Mr. Oyung served as CIO for the Superior Court of Santa Clara County from 2009 to 2016. While in that role, he contributed to Judicial Council statewide technology initiatives. He was a member of the council’s Information Technology Advisory Committee from 2010 to 2016. In that role, he also was the program manager for the Technology Planning Task Force, bringing together judicial officers and court professionals to establish a new collaboration model that produced the current strategic and tactical technology plans for the judicial branch.
In 2016, Mr. Oyung was recognized by the Judicial Council with its Distinguished Service Award.
Prior to his public service with the judicial branch, he was a director of IT and senior research and development manager at Hewlett-Packard, leading global business transformation programs to implement new services and capabilities for Fortune 500 companies. Mr. Oyung has a degree in computer science from the University of California, Berkeley.
