Overview
The Judicial Council of California is accepting applications for the position of Associate Fiscal Analyst (AFA) in the Procurement - Purchasing unit for the Branch Accounting and Procurement (BAP) office.
The Associate Analyst collaborates with staff across the Judicial Council, Supreme Courts, and Appellate Courts to serve as the Vehicle Program Lead for the Fleet Management Program, gathering, analyzing, interpreting, and presenting data on vehicle usage to senior management to support fleet optimization, policy revisions, and efficient operations. Additionally, this position acts as the primary buyer within the Purchasing unit, managing hotel and speaker agreements and conducting complex procurements requiring research and analytical skills. The role also includes overseeing service-related purchase actions, such as maintenance requirements for IT equipment and furniture purchases requiring material installation services.
The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person on Wednesdays at the Judicial Council’s San Francisco or Sacramento office and reside in the areas surrounding these locations. Beginning January 2025, employees will work in the office at least two days per week.
Responsibilities
• Serve as Vehicle Management Program Lead.
• Collect, analyze, and track vehicle usage, including daily mileage, destinations, and trip purposes. Prepare and submit detailed monthly reports for each vehicle, summarizing mileage driven, number of trips, and associated costs.
• Ensure all daily vehicle usage details are accurately recorded and maintained in the database.
• Analyze gas consumption to identify and prevent fraud or waste of taxpayer funds.
• Administer the Judicial Council gas card account by managing user access, including issuing new gas cards, deactivating old ones, and maintaining accurate records.
• Provide gas usage reports to leadership as requested, ensuring transparency and accountability.
• Conduct energy sustainability analyses to support the transition from a gas-powered fleet to hybrid and electric vehicles.
• Draft, issue, and award purchase orders, contracts, amendments, and other contractual documents as assigned, with a primary focus on purchase orders and service contracts.
• Support purchasing operations, including the acquisition of goods, services, and combined goods-and-services procurements, ensuring efficiency and compliance with procurement standards.
• Review PO/contract assignment documents to ensure necessary approvals are provided and funding documents are routed to Budget Services and Accounting for approval, as needed.
• Provide consultation on purchasing issues including process clarification, interpretation of contracts and POs, and purchasing terms and conditions.
• Communicate with Project Manager and others to capture or clarify objectives and research industry or prior history to ensure understanding of requirements and to obtain necessary approvals, before finalizing any solicitation or PO/contract documents.
• Provide procurement support, as needed.
Qualifications
Bachelor’s degree, preferably in business, finance, accounting, or a directly related field that would provide the knowledge and skills necessary for the assigned area. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Two years as a Fiscal Services Coordinator working in the procurement or accounting function with the Judicial Council of California or two years of experience performing the duties of a class comparable in the level of responsibility to that of a Fiscal Services Coordinator in a California Superior Court or California state-level government entity.
Desirable Qualifications:
• Proficiency in reading and analyzing written contracts, creating detailed reports, and resolving issues effectively.
• Previous experience in fleet management, demonstrating the ability to oversee and optimize vehicle operations and related programs.
