Overview

The Judicial Council of California is accepting applications for the position of a Fiscal Services Coordinator in the Accounts Payable unit for the Branch Accounting and Procurement (BAP) office.

The Fiscal Services Coordinator will assist the supervisor in prioritizing and distributing workload within the Trial Court Administrative Services Accounts Payable unit. The work is divided into two main processes within the accounts payable unit: 1) invoice processing and 2) payment processing. This position is the subject matter expert for payment processing, check stale dating, and payment reissuing for trial court vendors and employees, including trial court travel claims, juror files, garnishments, and Automated Clearing House transactions. Additionally, this incumbent and the other Fiscal Services Coordinator completes federal and state payment reconciliations and reporting and assists court staff with problem resolution and consultation. 

The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person on Wednesdays at the Judicial Council’s Sacramento office and reside in the areas surrounding this location. Beginning January 2025, employees will work in the office at least two days per week.

Responsibilities

• Execute and process check runs for vendor, employee vendor, trust, juror, and Public Sector Collection and Disbursement payment types. 
• Execute and process Automated Clearing House (ACH) runs for vendor, employee vendor, trust, and inter-bank transfer payment types. 
• Execute and process Comprehensive Payment Solutions for ePayables.  
• Generate and review payment proposals, check registers, and confirm ACH Acknowledgement of File Receipt email is received.
• Complete payment research and check stale dating.
• Process check reissue or reverse requests; confirm check status in Phoenix (SAP) and Bank of America CashPro.
• Reconcile and complete monthly, quarterly, and annual federal and state payment reporting for the Employment Development Department (EDD), Franchise Tax Board (FTB), and Internal Revenue Service (IRS).
• Complete fiscal year-end activities and assist with calendar year-end reporting.
• Assist Fiscal Services Support Supervisor and serve as payment lead for three Fiscal Services Specialists. 
• Respond to trial court staff and vendor inquiries.

Other Duties and Responsibilities:
• Attend unit staff meetings; and 
• Complete JCC educational requirements bi-annually.
 

Qualifications

Three (3) years of accounting experience, including some experience in area of assignment (such as procurement, accounting operations and bookkeeping duties for accounts payable, and general ledger).

OR

Associate’s degree, preferably in accounting or business-related field, and one (1) year of accounting experience, including some experience in area of assignment (such as procurement, accounting operations and bookkeeping duties for accounts payable, and general ledger). Additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

One year as a Fiscal Services Specialist with the Judicial Council of California or one year of experience performing the duties of a class comparable in the level of responsibility to that of a m Fiscal Services Specialist in a California Superior Court or California state-level government entity.

Desirable Qualifications:
• Intermediate accounts payable knowledge.
• Analytical skills reviewing data in an integrated payroll and financial system.
• Ability to research, problem solve, analyze, interpret, and apply policies.
• Ability to interact professionally at all levels with internal and external stakeholders.
• Effective written and verbal communication skills.
• Average skills using Microsoft Office Suite, specifically, Word, Excel, PowerPoint, Teams, and SharePoint.
