Overview
The Judicial Council of California is accepting applications for the position of Analyst in the Criminal Justice Services office.
The Analyst position is a regular, full-time, limited term assignment for a duration of no more than 1 year.
This limited term Analyst in Criminal Justices Services (CJS) will provide research, data analysis, and project management support for the National Criminal History Improvement Program (NCHIP) grant awarded projects. Primary responsibilities include conducting research and analysis of criminal case data and helping to summarize factors that lead to a case disposition gap in criminal history records. This position will also be responsible for helping to establish a working group of subject matter experts and coordinating and facilitating statewide convenings with criminal justice partners to discuss issues and solutions related to criminal history data improvement. Other responsibilities include monitoring the project budget and preparing reports to the grant funder. The position collaborates with other CJS staff as needed. The analyst will report to a principal manager.
The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person on Wednesdays at the Judicial Council’s San Francisco or Sacramento office and reside in the areas surrounding these locations. Beginning January 2025, employees will work in the office at least two days per week.
Responsibilities
- Research and analyze factors that that cause a gap in information available in criminal history reports.
- Coordinate and facilitate workgroup convenings
- Serve as primary staff responsible for NCHIP grant reporting to funder.
- Identify and summarize policy implications for California and nationally.
- Review any available CA DOJ instructions to courts for disposition reporting. Review examples of complete and incomplete criminal history records. Review and become familiar with related case disposition data reported by courts to the Judicial Branch Statistical Information System (JBSIS).
- Conduct background research, including literature reviews and informal interviews with court staff, to identify issues related to case disposition reporting.
Qualifications
EDUCATION AND EXPERIENCE
Bachelor’s degree, and three (3) years of analytical experience in program analysis, development, implementation, research and/or evaluation. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Master’s degree in a directly related field for the assigned discipline such as political science, public administration, statistics, mathematics, etc. that included qualitative and quantitative research.
OR
Two years as an Associate Analyst with the Judicial Council of California or two years of experience performing the duties of a class comparable in the level of responsibility to that of an Associate Analyst in a California Superior Court or California state-level government entity.
