Welcome to the Administrative Office of the Courts (AOC) site for Services to Trial Courts in Labor Relations Matters. A Request for Proposals (RFP) was issued on April 12, 2001. The AOC has established a Labor Relations Assistance Program ("LR Program") to assist the trial courts in implementing Senate Bill 2140 ("SB 2140"), the Trial Court Employment Protection and Governance Act. Funding for the trial courts is available through the LR Program to reimburse the courts for some of the costs of retaining qualified labor relations service providers to assist the courts in labor negotiations with employee organizations representing trial court employees. The LR Program is governed by the following general principles: Proposals may be submitted by interested service providers at any time. Commencement of Performance: Labor relations service providers may perform services that are reimbursable under the LR Program after the AOC approves the service provider's proposal, the service provider satisfies the labor relations training requirement, and the service provider and trial court enter into an agreement for services.
