              &lt;div&gt;&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Chief Justice Tani Cantil-Sakauye was California’s first Chief Justice of color and the second woman appointed to lead its judiciary. Her tenure was framed by the effects of the Great Recession at the beginning of her term and the Global Pandemic at the end. She successfully advocated for adequate, sustainable funding for court operations; reforms of court funding models, fees, and procedures that unfairly impact the poor; transparency and accountability in judicial branch funding and operations; diversity and inclusion in the legal profession; and the role of civic education and engagement in sustaining public trust and confidence in the judicial system. For that work, Cantil-Sakauye was honored with the Sandra Day O’Connor Award for the Advancement of Civics Education by the National Center for State Courts.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Announcing her retirement, Cantil-Sakauye said, “My first interaction with our justice system was when my family faced eviction from our home and my mother felt helpless. As the daughter of farmworkers, I experienced in my community what it was like to stand up for your rights and demand protections. As a wife I felt the impact of unjust Japanese Internment on my in-laws. As a judge I saw the devastating effects of family violence and established the first court in Sacramento dedicated solely to domestic violence issues. As Chief Justice I continued to keep in mind the faces behind the cases and remained focused on the goal of providing all Californians with equal, fair, and accessible justice.”&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Cantil-Sakauye was a product of the state’s public school system before embarking on a 32-year career as a public servant. Before becoming Chief Justice of California, she was an associate justice in the Third Appellate District, a judge in both the Sacramento municipal and superior courts, a senior staffer to Governor George Deukmejian, and a deputy district attorney in the Sacramento County District Attorney’s Office.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Before becoming the state’s top judge, for 15 years she practiced law in the private sector, serving as both associate and equity partner, handling complex environmental and commercial litigation as well as civil and government enforcement cases. She also served as a federal prosecutor—working as an Assistant U.S. Attorney for the Southern District of California from 2002 to 2003. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Her judicial career began when she was appointed to the Superior Court of San Diego County in June 2013, where she served until December 2017. In her final year, she was the supervising judge for the court’s Family Law Division. In 2017, she was confirmed as an associate justice on the Court of Appeal, Fourth Appellate District. In February 2022, Justice Guerrero was elevated to the Supreme Court of California as an associate justice, followed by her appointment as Chief Justice by Governor Gavin Newsom. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;During her first three years leading California’s judicial branch, Chief Justice Guerrero has emphasized access to justice, civic education, and strengthening public trust and confidence in the court system. Her Power of Democracy civic learning initiative aims to strengthen civic engagement through the Judges in the Classroom and Civic Learning Awards programs—especially for K–12 students. As Chair of the Judicial Council of California, she has overseen efforts to approve a landmark framework governing the use of generative artificial intelligence in the state’s judicial branch. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;During Chief Justice George’s tenure, the state judicial branch took over responsibility for managing courthouses from the counties, added more trial court and appellate judges, and allocated additional funding for court technology, court interpreters, and court-based programs for families and children.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Pragmatic, “affable, and seemingly inexhaustible,” as veteran legal affairs writer Bob Egelko put it in &lt;em&gt;California Courts Review&lt;/em&gt;, George may be “in the same league as renowned Chief Justice Phil S. Gibson,” California’s first great judicial branch administrator. In its review of his first 10 years as Chief Justice, &lt;em&gt;The Recorder&lt;/em&gt; newspaper concluded, “If he resigned today, . . . the native Los Angeleno would go down in history as an astute administrator who reshaped the state’s judicial system and its facilities, and as a savvy politician who, through his rulings and persuasive personality, muscled up the judiciary as a legitimate and independent third branch of government.”&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

Lucas was appointed Chief Justice following an unprecedented rejection of three sitting Supreme Court justices by the electorate in 1986. He took over a divided court that was the subject of much criticism. “The more unified our voice, the more effective we will be,” Chief Justice Lucas said as he set about bringing order and efficiency to a judicial system challenged by underfunding and overload. He led the courts through the implementation of the Trial Court Delay Reduction Act, advocated for state funding of all the state’s courts, and restructured the Judicial Council to make it increasingly assume the role of central planner and advocate for the courts.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Along with revitalizing the Judicial Council, he renewed interaction and cooperation between the judiciary and the Legislature to solve financial and structural problems. To prepare the courts for the challenges of the future, he organized and chaired the Conference on the State of the California Judiciary in the Year 2020.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;“I hope I have left the system a better place than when I entered it,” Chief Justice Lucas said in his 1995 State of the Judiciary address. “I hope each of you will aspire to do the same.”&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Chief Justice Bird made unprecedented appointments of women and minority judges to the Judicial Council, where she also encouraged extensive use of advisory committees composed of not only judges and lawyers but also educators, journalists, and other members of the public.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

Wright assumed office and became Chair of the Judicial Council following his appointment by Governor Ronald Reagan. He was the first Chief Justice in this era with experience as a trial judge. Indeed, Chief Justice Wright had served at all levels of the California court system: municipal court (1953–1961), superior court in Los Angeles County (1961–1968), and Court of Appeal, Second Appellate District (1968–1970). &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;As Chair of the Judicial Council, the tenure of Wright was once described as a “golden era of court administration in California” with more interactions with the Legislature and the Governor’s Office.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;One of the aspects of the council’s role is to make recommendations to the Legislature, including no-fault divorce and the creation of a state public defender’s office. Wright and Administrative Director of the Courts Ralph N. Kleps established the Select Committee on Trial Court Delay, which helped to recommend a unified trial court system in California. After his retirement from the bench in 1977, he turned his efforts to community and civic affairs, joining the Board of Councilors of the University of Southern California Law Center and the board of the Ralph M. Parsons Foundation. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

Chief Justice Traynor brought to the position a span of distinguished experience in academia and government. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;For most of his career, he had served as a faculty member of the Boalt Hall School of Law at the University of California, Berkeley. In 1940, he was appointed to the Supreme Court by Governor Culbert Olson, assuming the associate justice position left vacant when Justice Gibson became Chief Justice. In 1964, Traynor became Chief Justice by appointment of Governor Edmund G. “Pat” Brown.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;The Code of Judicial Conduct, adopted in 1972 by the American Bar Association, was based largely on the work of a special committee headed by Traynor.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;By 1941, after convincing the state Legislature to transfer court rulemaking responsibility to the Judicial Council, he was directing the condensation of court rules into everyday English, having brought Bernard E. Witkin, his clerk for many years, to the council for the task.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Chief Justice Gibson also pushed through the Legislature a system of municipal and superior courts, with judges either elected by voters or appointed by the Governor and established the Commission on Judicial Qualifications (now the Commission on Judicial Performance), the first agency in the country to investigate complaints against judges.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;“Because Gibson had been a practicing lawyer,” said Mr. Witkin in praise of his colleague, “he had a sense of order and efficiency for tackling the systems of the court. . . . He brought better equipment, more efficient methods of operation, and better staff to the court, including career law clerks in adequate numbers for all of the justices so that they could face the increasing number of cases. He turned the court into a model for all the nation.”&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

In the early 1880s, as a student at Los Angeles High School, William Waste spent his spare time watching local courtroom proceedings, following the progress of his favorite trial lawyers. By the time he was admitted to the bar at 25, he had witnessed the courts’ evolution away from the extremes of pioneer justice that had existed when he was born, and he understood the need for change as the courts progressed into a new era.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;When the Judicial Council was authorized in 1926, delay and congestion of litigation were a problem throughout the state, most notably in Los Angeles County, where a mere 28 judges presided over a superior court in which the average period between joining of issue and trial of a case was 16 to 18 months. Under the direction of Chief Justice Waste as the first Chair of the Judicial Council, and through a statewide mobilization of “judicial manpower,” that delay was soon reduced to three months.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
