Statewide Trial Court Administrative Infrastructure Initiatives Review

Pursuant to established goals and policy directions for improving the administration of justice in the California court system, the Judicial Council and the Administrative Office of the Courts, working together with the trial courts, have made significant strides in the development of a statewide administrative infrastructure for the 58 trial courts in the areas of (1) finance, (2) technology, (3) human resources, (4) facilities, and (5) legal services.

This collaborative approach is designed to improve the quality of justice in California by advancing statewide values for the judicial branch and consistency in court operations while maintaining decentralized court management. The initiatives, which are predicated on participation by all courts, have progressed to various stages of development or implementation.

The AOC is requesting proposals from highly qualified consultants with demonstrated expertise in the evaluation and review of government/public sector projects and programs to conduct a mid-course review, analysis, and evaluation of current and planned directions with regard to Judicial Council directives, objectives, and overarching strategies for the development and implementation of statewide administrative infrastructure initiatives for the judicial branch, in furtherance of the effective administration of justice in California.

A pre-proposal conference will be held at 12:00 PM on Wednesday, August 31, 2005 at the Administrative Office of the Courts, Judicial Council Conference Center, Third Floor, Sequoia Room, 455 Golden Gate Avenue, San Francisco, CA 94102. Attendance at this pre-proposal conference is mandatory in order for a vendor's proposal to be accepted for consideration. See Section 2.2 of the RFP for more information on how to make a reservation to attend this pre-proposal conference.
