Enterprise Test Management Suite

The Administrative Office of the Courts (AOC) Information Services Division (ISD) needs to identify and procure a set of best of breed, cost-effective application testing tools to compliment or replace existing legacy test tools. This suite of tools will be used throughout the AOC as a standardized Enterprise Test Management Suite (ETMS).

Project Objectives

As the AOC’s application lifecycles continue to change in strategy, methodologies and development, the AOC seeks to review, evaluate and procure the most cost effective best of breed test tools available on today’s marketplace. The AOC needs a suite of tools that will not only enhance testing applications but also facilitate and improve upon application quality management in order to provide all Courts within the State of California premier systems that are thoroughly tested, be they State-developed or commercial off the shelf products.

The RFP for ETMS is intended to identify best of breed test tools that meet the AOC’s functional and technical requirements, offer competitive pricing and will facilitate the ongoing maintenance and support of these tools over the next five years. The AOC defines the ETMS as three separate tools:

A. Test Management Tool – Used to manage and execute test cases and scripts, track issues and requirements related to various application products and versions.

B. Defects Tracking Tool – Used to track and report on software defects and list fixes for various application products and versions.

C. Source Control Tool - Used to provide controlled access to software source code and documentation, provides versioning capabilities for development during the application lifecycle.

Vendors may pick and choose which tool to respond to in this RFP. Yet, for each tool, each vendor must propose all of the consulting services that the AOC may pick and choose from (e.g. training plan, data conversion and test plan, implementation plan) in order to be equally evaluated as a best of breed tool in the evaluation process outlined in the RFP.

The RFP is designed to solicit proposals that will be evaluated side-by-side per tool. Vendors who propose all three tools may respond to the RFP as well as those vendors who propose only two (2) tools or only one (1) tool as each tool will receive fair and equal evaluation in a side-by-side best of breed tool evaluation.

The AOC reserves the right to pick and choose any or all tool(s) and any or all consulting services vendors propose. The final selection of the scope of tool(s) and consulting services that the AOC will select will be determined after reviewing and evaluating both written proposals and finalists interviews and product demonstrations.
